Mera Bill Mera Adhikaar" scheme is an initiative in India aimed at promoting the generation of
GST invoices and bills upon payments by consumers. As of September 1, 2023, the scheme had garnered over 1.51 lakh downloads of its associated app, and consumers actively participated in a pilot scheme. The Deputy Chief Minister of Haryana,
Shri Dushyant Chautala, along with government officials, participated in the campaign in Gurugram. The campaign encourages customers to request GST invoices for their purchases, ensuring transparency and accountability in commercial transactions.
Under the scheme, a fund of Rs. 30 crore is allocated annually, with awards for consumers who participate. Every quarter, two awards of Rs. 1 crore each will be given, totaling eight awards of Rs. 1 crore in a year. Additionally, there will be monthly awards of 10 prizes worth Rs. 1 lakh each and 800 awards of Rs. 10,000 each. The goal is to motivate consumers to demand invoices and bills, and businesses are encouraged to support this initiative.
The scheme, initiated on a pilot basis in several states and union territories, will be expanded across India based on the pilot's outcomes and learnings. The scheme's primary aim is to empower consumers, protect their rights, and promote transparency in commercial transactions by encouraging them to request bills from vendors. It also aims to combat tax evasion and promote honest business practices by involving citizens in obtaining and recording their bills.
The scheme applies to all B2C invoices issued by GST registered suppliers in certain states and union territories. The minimum invoice value eligible for the lucky draw is set at Rs. 200. The government is actively involved in making consumers an integral part of the fight against tax evasion and the promotion of transparency in business transactions.
